Why is Trump going out of his way to make people suffer?

Because he's a sadist and gets pleasure out of causing pain to other people. His supporters love watching those they consider to be elites and/or parasites being hurt by his actions.
So many people might dismiss such a comment as hyperbole and that is the dangerous part. Trump and his ilk are evil fucks, evil fucks by degree but evil fucks just the same. When their master calls and tells them to fall in line most will do just that.
 
Rule 4: Blame everyone else when something goes wrong

Top of the list democrats, Biden, Blue states, cities, Hillary.
They're blaming the Democrats for the government shutdown and the SNAP and healthcare cost crisis. (while they order Republicans to stay home so that they can't do any negotiations [and at their literal homes they can't face boos from crowds])

I renovated the Lincoln Bathroom in the White House. It was renovated in the 1940s in an art deco green tile style, which was totally inappropriate for the Lincoln Era. I did it in black and white polished Statuary marble. This was very appropriate for the time of Abraham Lincoln and, in fact, could be the marble that was originally there!

Surely Trump would be aware that this could upset ordinary people who are struggling due to the government shutdown, etc...

I personally think it's very classy though some architects have criticized it.

US President Donald Trump recently accepted a gift from the Qatar* royal family – a new Air Force One* jet. He has been working to renovate it after giving up hope that plane manufacturer Boeing could provide a revamped Air Force One while he’s still in office.

The Boeing 747-8i has been dubbed a “flying palace” – and with good reason. The gold-plated, cushion-festooned jet is worth $A625 million, or $US400 million.

According to reports, ownership of the 747 is expected to be transferred to the Trump Presidential Library* Foundation in 2029, allowing the plane to serve as Trump’s private plane after the end of his second term in office.
