Why is Trump going out of his way to make people suffer?

Because he's a sadist and gets pleasure out of causing pain to other people. His supporters love watching those they consider to be elites and/or parasites being hurt by his actions.

So many people might dismiss such a comment as hyperbole and that is the dangerous part. Trump and his ilk are evil fucks, evil fucks by degree but evil fucks just the same. When their master calls and tells them to fall in line most will do just that.
