How did he qualify it? There is nothing in that speech that qualifies the "end goal of seizing the means of production" statement. The closest he comes to qualifying it is saying that they do not have popular support to implement this, but it is clear that it remains Comrade Cardamom's end goal.

Pointing out that his core identity is Indian and Ugandan, not American is not "xenophobia". Criticizing him for his politics being shaped by Third World politics is not "xenophobia". Note, I am not saying that this applies to every foreign-born politician (The Governator is a good counterexample), but it does apply to Rafiq Zohran.

He lacks the money and power to enact that stuff, and unlike Trump who has a GOP in Congress willing to look the other way and justices on the SCOTUS bench to enable his unconstitutional actions, there is a NY Governor and a massive wall of money on Wall Street that'll smack back at any exceessive nonsense that might come from City Hall.
I don't think he will get any pushback from the City Council.
As far as Albany, had he gotten ~40% instead of just over 50%, they would be more inclined to resist. I fear Hochul and the legislators will cave, especially as DSA threatens primary challenges for anybody who does not submit to Dear Leader's demands.
