I'd say, rather, that things 'happen' differently in the US.
Sometimes they work.
Sometimes there are workarounds.
Sometimes it depends on if you plan to cross state lines, and which states, or use the freeway.

Fact of the matter is, soils aren't supposed to be carted around on a flatbed. So it is either a joke, coke mule'n, or idiots.
