I believe on some level a state is like an organism that lives in a system of competing states. In that framework something is eventually going to break down as an individual state gets bigger - in this case very likely
human nature and limitations to cope with complexity, and maybe even something resembling the Game Theory mentioned by
T.G.G. Moogly.
