Four questions really (as there are two definition of racist :D):

Which countries are the most institutionally racist?
Which countries are the least institutionally racist?
Which countries have the greatest proportion of racially bigoted citizens?
Which countries have the smallest proportion of racially bigoted citizens?

Dunno about the least. Most seems likely to be Japan. Least would have to be either a nation with an almost 100% homogenous population, or one with an incredibly diverse population. Iceland maybe?

Japanese people, and also Koreans, are incredibly bigoted. Don't forget Italians. They throw bananas at African footballers for fuck's sake. Eastern Europe is pretty racist too. Not to mention homophobic.

As a relatively well-traveled guy, and a "person of color" (ugh, I hate that term), I can say that the USA and Canada has some of the least overtly bigoted people around, especially if you stay out of the rural areas.

There is also tons of overt racial bigotry in Latin America, especially South American in my experience, but that makes sense because a lot of them are basically Italians or Germans (e.g. in Argentina).

Who do you want as a neighbor?
Certainly not you people.

interesting.

I'd prefer to see results of hiring tests, or possibly "would you want your daughter/son to marry..." as the question. I'm not sure this question measures much more than the degree of political correctness. But it's interesting.

I agree that the "who would you not want your kid to marry" question is probably a better one than the neighbor one.

Most racist Japan
Least racist: Iran.

I'd be interested to know what makes you think Iran in particular is least racist. My understanding is that they have their own internal issues with Azeri and Turk minorities.

Also I think many European nations would be least racist, if it weren't for those filthy gypsies!

At least, France's unflattering colour does reflect my admittedly anecdotal feelings and the current Front National polls.

I was just trolling. Too much coffee.

As for Japan, it is mainly from Japanese I have known that want to live without the strict social protocols and pretended to be Korean so they could get away with "being lesser". This may have changed.

I would think we should expect more of ethnically diverse countries. Asking an American and a South Korean this same question is a bit disingenuous for survey purposes, I would think. Consideration should be given to the current diversity of the nation. But it does speak to government's attitude toward diversity.

Personally, I've gotten the 'why can't he marry one of his own kind' comment.

I don't know about the current situation but back in the 80s most nations in Africa were so racist that they simply would not hire non-blacks for government jobs, period. They were shooting themselves in the foot this way because it meant that you knew a non-black was not working for the police. The result is that they made black market currency trades (the governments pegged the exchange rate far from reality--tourists wanted local currency, wealthy locals wanted to get their money out of the country, of course a market existed) basically risk-free. (Be not-black, go into his place of business and deal with a not-black. You know he's not an undercover cop, he knows you're not an undercover cop. He's got a reputation to protect, he won't rip you off.)

I realize that this will be "controversial" with some folks, but we have to put Israel in the running for the most racist category.

After all, the nation was created for the sole purpose of giving Jewish folks their own country. Not saying the inhabitants themselves are racist, but the country was founded explicitly for Jews.

With the world headed to peak oil and population overshoot, I think Japan is in better shape because it is not taking a lot of immigrants in. Of course New Zealand is even better with low population. But you work with what you have.

Israel.

But I have to change the question to where is there apartheid.
There is plenty of racism in Israel even if you were to ignore the occupied territories altogether. But it's silly, "racism" in the way it is used in US political discourse is a completely different from racism in Israel which is different from racism in Europe which is different from racism in Japan. Prejudices tend to show up everywhere, sometimes from historical injustices, sometimes from plain ignorance, sometimes from just trying to find a scapegoat for societal problems from immigrants. To me it doesn't seem to make sense to try to lump everything under the banner of racism.

Japan is not in peak shape. It is committing demographic suicide. "Not taking immigrants in" is a social policy that is destroying them, economically and socially. On their own heads be it.

Continuing to misuse the word doesn't make it true. I'm not aware of a word like racist but applicable to religion but that's the word you're looking for.

Even then, though, you would be wrong. Israel's religious biases come nowhere near those of any Islamist nation.
